This is #1 of 50 Publishers Proof limited edition, hand-inked and hand-painted character cels from the Disney short Mickey’s Birthday Party (1942).  The approximate size of the piece is 10 ¼ X 22 ¼.  The cel set-up was created from the animator’s line drawing and was hand-inked and hand-painted onto acetate by the artists of Walt Disney Studios Ink and Paint Department.  The background has been recreated using original archival material from the 1942 cartoon.
